Windows is always easier and user-friendly to deal with than Linux. And you should be more concentrating on the programming language or framework you are learning rather than the operating system. There can be exceptions to this like students who are learning ethical hacking or server administration will require Linux OS.
Graphics:- Integrated graphics with Intel processors is enough to handle most of the tasks. But if you are interested in the track of Data Science, you will require at least 4GB of GPU memory to handle the model training without having severe performance drops.
